I'd seen one online version of the rules suggesting the ball had to get over the player's head, but from your link that is incorrect.
Don't recall seeing a mis-throw quite like Pike's before though.

It’s a close call. Personally I think it was just about ok as a throw, but It slipped out as his hands came over his head probably because of the rain we’d had just after kick off, but also Pike was trying to take a quick throw so rushed it a bit. As RLC says if a foul throw then a ref can’t play advantage, but should award the opponent the throw in.

Regardless I still think someone could have gotten out to the lad before he hit it.

The ball didn’t appear to get over Pike’s head so arguably yes.
The referee didn’t appear to signal advantage either.
