Looks like Ronnie is taking things into his own hands and is trying to get some changes to the loan system. Many of the ideas in his plans make sense. Basically his appraoch is for PL clubs to loan out young players to Football League clubs and continue to pay their wages as long as they are playing in that team and gaining first team experience which would probably ultimately help the development of that player and the club who loan him out long-term.
The financial situation at many league clubs lower down the football pyramid are poor and in these times of recession then it looks like things will get worse before they get any better. The more well-off clubs in the Premiership could easily afford to pay the young players while they gain experience in the lower divisions.
