I see there is talk of Luton being fined for not playing their first team against West Brom under 21s. Their Manager is saying he will pay any fine personally. And by the way, the Luton team, with eleven changes, won 2-0. If they play their youngsters, why cannot we, is the argument. The whole thing stinks.

Agreed. The Prem and Championship sides should be expected to field a full side of academy players not just six given the claims made about how this will help player development. L1 and L2 sides ought to be allowed to field as many youngsters as they wish for development needs.
